Florida Blue Cross vs. United Health One

Here is a case in Florida, where a client is trying to understand the difference between a Florida Blue Cross Blue Shield policy and the United Health Care Copay Select plan.

In a letter to the clients;

Please note that as per a GoldenRule representative your new premium is in fact $410.13: base premium is $338.79 plus $3 FACT fee + $10 direct monthly billing fee effective February 2010

As discussed, kindly find attached benefit details for the BCBSF Plan 598 as well as the benefit details for the Copay Select plan with a $5000 annual deductible and 20% coinsurance in so you may be able to compare respectively.

Here are some of the differences between the two plans that I mentioned during our conversation:

  • Blue Cross and Blue Shield of Florida (BCBSF) is a domiciled carrier of Florida and as such must adhere to Florida law with regards to rate increases and other Florida mandates.
  • GoldenRule is the individual subsidiary of United HealthOne in Florida and is not a domiciled carrier of Florida, meaning that they do not need to adhere to Florida’s rating practices and consequently can impose higher rate increases.
  • BCBSF has never rescinded (cancelled) a policy after it’s issuance; whereas GoldenRule has in fact rescinded our policy holders’ contracts for pre-existing conditions allegedly not indicated on the application.  Also, GoldenRule is also more likely to review claims prior to processing them which in turn delays the processing time for claims.
  • GoldenRule probably has a better prescription plan than that of BCBSF plan 598 since Plan 598 does not offer name brand coverage.
  • Both have national PPO networks and both have no annual maximum benefit limit on preventative care services.
