Irvine is one of the best places to live in the United States, probably because of its good schools, jobs, and housing. In fact the city was chosen in 2008 by CNNMoney.com as the fourth best place to live in the United States. But, health insurance on first glance appears to be more expensive in Irvine and that could be because it is one of the more wealthy cities and obviously thus the physicians and hospitals can charge more here. In any case there are a couple of companies that don’t charge more in Irvine including Kaiser Permanente and Anthem Blue Cross.
I am a big fan of Kaiser Permanente in any city not just Irvine as their plans are very comprehensive and for most Irvine residents the plans which are very affordable will fit the bill quite well, however they are in fact an HMO and thus the more discerning residents of Irvine might decide to go with a PPO like Anthem Blue Cross or even Blue Shield of California which is seemingly very expensive in Irvine. I however, would choose the Kaiser plan which is just extremely comprehensive. 
AARP is a carrier which is ridiculously expensive in Irvine whereas Aetna which underwrites them is actually pretty well priced. In fact, Aetna would be my second choice after Anthem Blue Cross. But remember, if you have any medical concerns all bets are off because certain carriers favor certain underwriting circumstances more than another. Cigna is pretty expensive also for most Irvine residents, but that is more of a California issue than an Irvine one. They are however affordable in other demographics such as young, single adults and so on.
